Following the reinstatement of V2 Group LLC on FMCSA’s Training Provider Registry, CDL eXpert moves forward with enhanced instruction, a renewed commitment to compliance, and the educational philosophy that inspired its creation.
At CDL eXpert, we have always believed that becoming a professional commercial driver requires more than passing an examination or completing a mandatory training course. It requires knowledge. Understanding. Preparation. And a genuine appreciation for the responsibilities that come with operating a commercial motor vehicle. That belief inspired us to create CDL eXpert. It continues to guide us today.
Following an extensive regulatory review, V2 Group LLC, the registered training provider for CDL eXpert, has been reinstated and reactivated on the Federal Motor Carrier Safety Administration’s (FMCSA) Training Provider Registry (TPR). We welcome this important milestone and the opportunity to continue serving students, commercial driving schools, and training organizations across the country. More importantly, we want to share the philosophy behind our program, the steps we have taken, and why we remain committed to improving commercial driver education.
When we began developing CDL eXpert, we saw an opportunity to improve the way aspiring commercial drivers prepared for their careers. Many available training products concentrated on a single objective: helping students pass their Commercial Learner’s Permit (CLP) examination or complete the federally mandated Entry-Level Driver Training (ELDT) theory requirement. We believed students deserved something more comprehensive.
Drawing on our experience in commercial driver education, we developed a program that combines CLP preparation, ELDT theory instruction, practical safety concepts, and structured knowledge assessments into a coordinated learning experience. Our objective was not simply to help students complete a regulatory requirement. We wanted students to understand what they were learning—and why it matters when they get behind the wheel. That distinction remains central to everything we do.
CDL eXpert was developed with the involvement of experienced commercial driver educators who understand both the regulatory requirements and the practical realities of training new drivers. Our program incorporates structured lessons, video-based instruction, and assessments designed to reinforce important concepts.
We have also invited qualified instructors to independently evaluate our instructional content and provide feedback on its quality, organization, clarity, and effectiveness. Their evaluations, together with feedback from our students and school partners, have helped guide our ongoing improvements.
The program has earned strong student ratings and positive reviews, reflecting an educational experience that students find accessible, understandable, and useful. We are proud of that feedback, but we also recognize that educational quality requires continuous attention. A training program should never stop improving simply because it meets a minimum standard.
Commercial driving is a profession built on safety, judgment, communication, and responsibility. Students must learn technical concepts, federal regulations, vehicle systems, and operating procedures. They must also understand how those subjects apply to real-world driving. We believe that effective instruction begins with comprehension.
That philosophy influenced our decision to make certain instructional resources available in languages other than English. When CDL eXpert was developed, federal ELDT regulations did not impose a blanket requirement that all theory instruction be delivered exclusively in English. Many states also offered CLP knowledge examinations in additional languages.
We believed that students who could better understand complex technical concepts in their strongest language should have access to instructional resources that supported that understanding. Driving schools serving diverse student populations also requested these resources to help prepare students before beginning practical behind-the-wheel training.
Importantly, multilingual instruction has represented only a small portion of our overall educational activity. During a reviewed period involving approximately 9,000 students, 96% studied in English, while approximately 4% used alternative-language instruction, primarily Spanish and Russian.
Our philosophy has never been about lowering standards. It has been about improving understanding.
We fully support the federal requirement that commercial drivers possess the English-language proficiency necessary to perform their duties safely and comply with applicable law. That requirement has never changed because a student chose to study instructional material in another language. CDL eXpert has historically included instruction addressing English Language Proficiency (ELP) requirements and the responsibilities associated with them.
It is important, however, to distinguish between teaching a regulatory requirement and independently verifying a driver’s ability to meet that requirement in an operational setting. Online ELDT theory providers are responsible for delivering required instruction, assessing theory knowledge, and satisfying their applicable regulatory obligations.
The broader driver qualification system also includes behind-the-wheel training, licensing examinations, state licensing processes, employer qualification responsibilities, and roadside enforcement. Each serves an important role in preparing and evaluating commercial drivers.
We believe those safeguards work best when educational instruction is effective, expectations are clear, and qualification requirements are consistently enforced. Better education and strong enforcement are complementary—not competing—objectives.
In August 2026, FMCSA initiated an emergency removal action involving V2 Group LLC’s listing on the Training Provider Registry. We took the agency’s concerns seriously. Throughout the review and reinstatement process, our team worked to provide a clear and comprehensive account of our instructional program, including historical curriculum materials, course content, and supporting documentation.
We also evaluated opportunities to strengthen our instruction and administrative controls. As federal guidance concerning English Language Proficiency became more specific, we worked to make the relevant instructional content more direct, visible, and readily understood.
Our approach was straightforward: cooperate with the agency, provide the underlying facts, respond constructively to feedback, and continue improving the program. We respect FMCSA’s responsibility to oversee the Training Provider Registry and enforce the standards that support highway safety. The review process reinforced our commitment to clear documentation, effective instruction, and continuous compliance.
We are pleased that V2 Group LLC has completed the reinstatement process and that CDL eXpert’s training provider operations have resumed.
As CDL eXpert moves forward, our priorities remain consistent with the principles that inspired the program. We will continue investing in high-quality instructional content, improving the student experience, incorporating feedback from experienced educators, and responding to developments in federal training requirements.
We will continue supporting commercial driving schools that want their students to enter practical training with a strong foundation of knowledge. And we will continue approaching education with the belief that students benefit from learning more—not less—about the responsibilities of professional driving.
Our goal is not simply to help students complete ELDT theory. Our goal is to help prepare knowledgeable, responsible, safety-conscious commercial drivers.
“We created CDL eXpert because we believed commercial driver education could be better. We wanted a program that went beyond checking a regulatory box—a program built around comprehension, practical knowledge, and the responsibilities of professional driving.
“That belief has guided our development, our investment in instructional quality, and our response to the recent regulatory review. We appreciate the opportunity to continue serving the schools and students who have placed their trust in us.
“Our mission remains the same: better education, better-prepared drivers, and safer highways.”
